Terraform Cloud

Terraform Cloud — HashiCorp's managed Terraform platform with remote state, cost estimation, and policy enforcement.

-

Our Verdict

The simplest way to run Terraform at team scale, if you accept HashiCorp's pricing and BSL baggage.

Pros

  • Managed remote state with locking, no S3 plumbing
  • Policy as code with Sentinel or OPA
  • Cost estimation and drift detection built in
  • VCS-driven runs plug directly into PRs

Cons

  • Pricing jumps sharply past free tier
  • BSL license fallout still clouds the ecosystem
  • Locked into HashiCorp's workflow choices
  • Self-hosted option is enterprise-only
Best for: Teams standardizing on Terraform who want managed state, policy, and runs. Not for: Teams moving to OpenTofu or those needing fully self-hosted workflows cheaply.

When to Use Terraform Cloud

Good fit if you need

  • Remote Terraform state management with locking
  • Policy-as-code enforcement with Sentinel policies
