Terraform Cloud
Terraform Cloud — HashiCorp's managed Terraform platform with remote state, cost estimation, and policy enforcement.
Our Verdict
The simplest way to run Terraform at team scale, if you accept HashiCorp's pricing and BSL baggage.
Pros
- Managed remote state with locking, no S3 plumbing
- Policy as code with Sentinel or OPA
- Cost estimation and drift detection built in
- VCS-driven runs plug directly into PRs
Cons
- Pricing jumps sharply past free tier
- BSL license fallout still clouds the ecosystem
- Locked into HashiCorp's workflow choices
- Self-hosted option is enterprise-only
Best for: Teams standardizing on Terraform who want managed state, policy, and runs.
Not for: Teams moving to OpenTofu or those needing fully self-hosted workflows cheaply.
